Brooks Blakemore
CHIEF EXECUTIVE OFFICER
Brooks serves as CEO of Blakemore Consulting, a network development and network adequacy firm, championing a turnkey solution for health plans of all sizes across all lines of business.
In this role, Brooks manages the multifaceted aspects of health plan clients’ network growth and expansion, in all areas from network strategy, network modeling and development, network adequacy, to compliance and reporting. Brooks assists clients with navigating the continuous changes in the industry that often cause costly product delays and inefficient provider contracting fulfillment. Through these efforts Brooks delivers strategic and flexible network development solutions, allowing clients to fully capitalize on financial opportunities as they present themselves in the marketplace. Brooks has grown the Blakemore Consulting development team organically, based on longstanding industry relationships and specific skill sets required for successful network build initiatives, to represent experience in over 40 states.
Brooks holds an MHA from Texas Tech University Health Sciences Center, and is an Associate member of the American College of Healthcare Executives (ACHE).
Mark Blakemore
PRINCIPAL
Mark’s background includes both payer and provider stakeholders. His product development expertise provides the diversified skill set and perspective required to navigate strategically in today’s complex healthcare environment. Mark brings executive-level experience in complex provider and payer contract negotiations. These include risk sharing arrangements, value-based methodologies, and a variety of new product development efforts (state filings, regulatory and compliance oversight with state agencies, operational policy, and procedure, etc.). He has developed networks at the state, regional and national level for government programs, including Medicare, Commercial Exchange, Medicaid, and the Veterans Administration. His commercial affiliates have included HMO, PPO, Workers Comp, and Self-Funded product offerings. Mark has over 32 years of industry experience.
Rob Mims
PRINCIPAL
Rob has an extensive background in provider relations and network development positions and has served as Vice President for a regional health plan. Rob represents over 11 years of consulting services with a client base related to both provider and health plan organizations. His experience has established a strong understanding of managed care contract negotiations with an added emphasis on project planning, reimbursement methodologies, network accessibility studies, RFP development, and the fulfillment of regulatory network filing requirements. Rob has over 25 years of industry experience.
Colin Campbell
PRINCIPAL
Colin’s diverse experience allows him to operate across multiple healthcare discipline and react quickly to the demands of today’s dynamic healthcare environment. He has an extensive background promoting efficiency, profitability, and bottom-line impact in large matrixed healthcare environments. Colin has strong experience in leveraging technology to augment historical healthcare process and over 15 years of experience in management consulting, strategic planning, revenue cycle management, healthcare operations, project management, and process improvement. Colin is a certified Six Sigma Master Black Belt, holds a MBA from Texas Tech University, and is an active member of the American College of Healthcare Executives (ACHE).
Carrie Taylor

Carrie is a highly skilled managed care professional bringing over 25 years of experience to Blakemore Consulting. She has a broad leadership background including network development, provider relations, network operations, new business development and regulatory compliance. Carrie delivers proven results in a wide range of network initiatives including fully integrated national networks, single specialty solutions, high- performance networks, and value-based pricing models. Her experience spans across a full spectrum of clients including Commercial Carriers, Third-Party Administrators, Public Entity, Self-Funded Employers, Captive and Government sponsored programs.
